Optimen's journey began in 1999 when our CEO joined Carmen Systems AB in Gothenburg, Sweden. He was responsible for selling, implementing, and supporting the Crew Planning portfolio for Spanish-speaking customers.

Oscar Rodriguez

CEO & General Manager

Oscar is a Computer Systems Engineer from Tecnologico de Monterrey and holds a Master’s in Organizational Management from Universidad Iberoamericana.  

With over 25 years of international experience, he has built a strong career as a business leader with a strategic vision—combining deep expertise in aeronautical operations with advanced technology development. He specializes in transforming complex operational processes through agile methodologies, artificial intelligence, and mathematical optimization. 

Oscar is the CEO and founder of Optimen, a software company focused on resource optimization for complex logistics, mainly in the aerospace sector. Under his leadership, Optimen has become a global tech reference through high-impact solutions based on AI and optimization techniques. 

He also serves as President of the Bajío Aerospace Cluster (BJXAerospace), driving strategic initiatives to strengthen regional collaboration, develop specialized talent, and attract investment to Mexico’s aerospace ecosystem. 

In addition, Oscar is co-founder of Horizontec, a Mexican company dedicated to the design, development, manufacturing, and sale of light sport aircrafts. In 2025, they will introduce the "Halcón 2.1" to the market—the first Mexican aircraft to reach the commercial market.

Optimen SA de CV is a company founded in León, Guanajuato by Oscar Rodríguez in October 2006 with the mission of developing highly specialized software for
Boeing/Jeppesen.

 

For 18 years, Optimen has evolved alongside aviation
developing new products and services that optimize commercial airline operations. Airlines view Optimen as an extension of their IT departments and entrust it with the configuration, maintenance, support, and development of Boeing's Digital Aviation Portfolio.

 

With nearly 100 employees, primarily software engineers, Optimen is known for its cybersecurity and community involvement, earning awards and certifications such as GTPW, ESR, and ISO 27001. Today, Optimen has three official locations in Mexico City, León, Guanajuato, and Texas in the United States.

Optimen Foundation

In 2001, he returned to Mexico to establish a branch in Latin America to serve the needs of the regional market.

In 2003, while helping Carmen Systems AB expand into the North American market, he moved to Montreal, Canada, as Director of Implementation, focusing on this emerging market while continuing to support Latin America.

Boeing subsequently acquired Carmen Systems AB, and our CEO returned to Mexico to found Optimen with the mission of becoming a strategic partner for Boeing in Latin America.

Accelerated growth

The birth of Optimen represented a key milestone in Guanajuato's economic development, as it was the first highly specialized aeronautical technology company in Mexico to provide services to aviation giants.

Optimen served as a partner for Jeppesen Systems AB in Mexico, providing on-site support to meet the needs of customers in the Americas.

Furthermore, in 2014, Optimen reaffirmed its partnership with Beoing Digital Aviation, becoming an international services contractor, further expanding its reach in the global aviation industry.

Global expansion

In 2016, the real momentum began. Optimen opened its new headquarters in León, Guanajuato, improving its operational infrastructure to support future growth.

It joined the Guanajuato Aerospace Cluster (BJX Aerospace), consolidating its role in the local aerospace ecosystem. It also became an active member of the Guanajuato Digital Technology Cluster, strengthening its participation in Mexico's technological innovation networks.

In 2021, it opened a new branch in Mexico City and began operations in the United States with the goal of offering direct support to its customers.

In 2023, Optimen focused on developing the region's entrepreneurial ecosystem by creating Cosmodrome, the first aerospace business incubator in Latin America.
